Davis County IS to convert confidential secretary FTE into part-time admin roles after retirement

Jeff, an Information Systems presenter, announced that Cindy Stoekel, the department’s confidential secretary, filed official retirement paperwork with an effective date the fifteenth (discussed as December). Jeff proposed not refilling the confidential secretary FTE and instead converting two unused intern positions into two part-time administrative positions to provide coverage.
Under the proposal, Krista would be promoted from office administrator to office manager to supervise the two part-time staff. Jeff estimated the change would reduce the IS budget by about $85,000 on paper but said the actual out-of-pocket savings would be closer to $49,000 a year because the reclassified positions were previously unfilled or budgeted differently.
Committee members asked about benefits and retirement-system implications if part-time staff work more than 20 hours a week. Staff clarified that 20 hours is a common threshold for part-time scheduling and URS (Utah Retirement System) contribution considerations; Jeff said the normal schedule would be 20 hours a week and occasional coverage could exceed that when needed.
Jeff said he wants to post the part-time positions in November so the new hires can train before Stoekel leaves and emphasized the move does not require a formal budget opening or a vote at this time because it does not increase total spending. Multiple committee members voiced support for the plan. The committee discussed overlap and institutional knowledge retention given Krista’s long tenure.
The committee did not take a formal vote on the staffing approach during this session; staff will proceed with hiring logistics and scheduling to remain compliant with benefit rules.
