Planning staff presented proposed revisions to Chapter 21 of the King County Land Use Ordinance to align local subdivision rules with recent changes in state code and to clarify procedures for dedication of rights of way and roadway negotiations under the county’s master transportation plan.
Staff explained several changes: removing redundant local notice where state code governs simple boundary adjustments, and authorizing coordination between planning, roads and government‑affairs staff to negotiate master transportation plan additions before commission or commissioner review. Commissioners raised concerns about who bears long‑term maintenance responsibilities if a developer completes a road that the county later accepts. Roads staff and a commissioner explained the county’s constrained road budget and the policy to deed internal subdivision roads to homeowner groups where feasible.
After questions and clarifications that the County Commission retains final authority to accept roads into the county system, the Planning Commission voted to recommend approval of the ordinance revisions.
The changes are intended to provide staff flexibility in negotiating transportation plan updates while preserving commission oversight on final roadway acceptance.
