Council seeks dust-mitigation report from Rio Tinto, delegates land-use coordination to staff

Council members addressed a recent dust complaint that appeared to originate from the Rio Tinto concentrator. Tessa reported she received a response from Rio Tinto staff (Ryan) saying local air-quality filters are in place and data are collected monthly; analysis is pending and Rio Tinto requested to provide a dust-mitigation report at the May meeting.
Council members also reported a water-suppression equipment issue at the concentrator that briefly caused dust and said Rio Tinto had responded by bringing trucks to water the affected conveyor; staff indicated that the immediate issue was fixed and that the company has adopted better management in those areas.
To streamline communications, Tessa — the council’s appointed Rio Tinto liaison — recommended delegating land-use and annexation matters to town planning staff and the planning commission while retaining liaison-level communications for routine operational matters. The council moved, seconded and approved the delegation and asked staff to ensure meetings and significant exchanges are minuted or recorded so that there is a clear written record.
The council also authorized a short letter to Rockin' Yard (to be shared with Rio Tinto) memorializing prior conversation points; that motion passed (4 ayes, 1 abstention). The council asked staff to request the Rio Tinto dust-mitigation report and to include air-quality results in the May packet.
