New-home permit: Staff presented a building permit for a property purchased by Ben Austell on the edge of town. Councilmember Speaker 1 moved to approve the new-home permit on the condition the applicant provide the septic permit; the motion was seconded and carried on a voice vote. The council emphasized the condition and asked for the septic paperwork to be delivered to staff before final permitting.
Minutes and financial approvals: Councilmembers moved to approve the minutes from the March 13, 2025 meeting and then approved claims for 03/01/2025—to3/31/2025, payroll comparisons for 02/01/2025—to3/31/2025, and the cash receipts report for 02/01/2025—to2/28/2025. Both motions were seconded and carried by voice vote (ayes).
Other business: Council discussed youth-council recruitment and volunteer needs for community events (Easter egg hunt), road crack-fill activity and pending grant-supported streetlight work. Members also agreed to send condolences/flowers to an absent employee whose father died.
Next steps: Staff will monitor outstanding permit conditions and present the volunteers' prioritized repair list for the museum at the next meeting; the council will post notices for required public hearings related to the pickleball grant.
