Levan council advances Stampede plans, approves two building permits and opens cemetery-fee review

Activities and Stampede planning: Speaker 6 presented the festival theme "Lehi legends of Levan" and outlined parade logistics, sponsorship outreach, T-shirt and ticketing options and youth-council involvement. The council discussed online payments and Square/express bill-pay integration to help prepay meals and tickets. Speaker 6 said RJ Barbecue has been asked to cater dinner and the council is trying to keep adult meal subsidies around $6 per plate; officials said prepaid tickets would help estimate attendance. The council also discussed volunteer and cleanup staffing (Jason and Travis identified as likely public-works leads), handicap parking and a plan to separate ticket sales, T-shirt sales and meal tickets to simplify auditing of donated funds.
Permits and administrative approvals: The planning commission recommended approval of two residential building permits (Hans Olsen and a second spec home near the trailer park), contingent on wastewater permits; the council voted to approve both motions after motions and seconds were recorded. Council later approved minutes from April 10, 2025 and a package of claims/payroll/financial reports for the referenced periods.
Equipment and mowing: Council members debated whether to buy a heavy-duty mower/tractor (new unit prices cited at about $21,650'$22,679) or continue contracting street mowing at roughly $3,000'$3,500 per year. Speakers noted contractor availability has been inconsistent and that owning a tractor could be cost-effective if the town keeps it for several years; staff were asked to confirm warranty and lifespan estimates and whether current budgets can support a purchase.
Cemetery capacity and pricing: Speaker 1 said the town's cemetery is roughly half sold and raised concerns that outside buyers from larger cities are purchasing plots at the town's lower rate, leaving maintenance costs to local taxpayers. "We're the cheapest place in the state of Utah to buy burial plots," Speaker 1 said, and council asked staff to prepare a fee schedule and alternatives (for example, different resident/non-resident tiers or ZIP-code-based residency rules) for a decision at a future meeting.
The council closed the meeting with condolences for a grieving resident and adjourned. Follow-ups requested by the council include a completed equipment/warranty report for the proposed mower purchase, a finalized sponsorship/donation process for Stampede ticketing, and a proposed cemetery fee schedule for council consideration.
