Willard planners review draft master road plan with UDOT input; set May 29 special meeting option for fireworks CUP

Speaker 2 reviewed a draft master road plan and said the plan incorporated notes from a UDOT area representative (David) who recommended limiting the number of connections to US 89 and realigning some corridors to provide safer east–west through movement and reduce hazardous turning movements.
"He sent me all these notes saying, you know, these connections will never happen...so I marked those with blue dots," Speaker 2 said, describing where the plan showed potential future signals and removed or moved existing highway connections.
The mayor and commissioners discussed including future corridors (such as Spring Street and a potential 300 East connection) on the map to prevent corridor encroachment if development occurs later. Staff said the master road plan will require a public hearing to be incorporated into the general plan and offered to email the draft to the South Willow mailing list and invite comment.
Separately, Speaker 2 reported that the conditional-use review committee recommended approval of a CUP for Rod and Vance’s property (across from Apple Creek) to store fireworks and asked whether the commission would hold a special meeting on May 29 at 5 p.m. to hear that item; commissioners provisionally agreed to a May 29 special meeting if necessary or to include the item on June 5 if the applicant submits paperwork by May 22.
Procedurally, the commission approved the minutes for 05/01/2025 (motion by Speaker 7, second by Speaker 6; voice vote recorded as ayes) and later adjourned after a motion by Speaker 6, second by Speaker 3.
