The town must attend a mandatory in-person grantee workshop scheduled for April 24, 2025, hold a second public hearing prior to May 31, 2025, and complete a state environmental review before executing the state's CDBG contract, Speaker 2 said. "Note this notice of the grant award is not an approval to begin the committing or the expending funds ... and is contingent upon the state of Utah receiving the 2025 allocation from HUD," the award letter stated as read aloud to the council.
Speaker 8 emphasized that if CDBG funds are to be used on housing-related work, Lindell must adopt a residential anti-displacement and relocation-assistance plan; the presenter said that plan "has to be adopted" at the May 7 meeting so the town meets the program's administrative requirements. Council members agreed the adoption and the second public hearing will be placed on upcoming agendas and that staff will use the state's templates and the WebGrants portal for submission.
Officials also discussed process constraints: no part of the contractual work should begin until the environmental clearance is complete and the state contract is fully executed. Speaker 8 cautioned that failing to post or hold the second public hearing correctly by the deadline could forfeit funding.
The council directed staff to circulate the award documents, prepare the public-hearing notice for publication, and identify who will attend the mandatory workshop. The town will return to the council at its next regular meeting to take the required adoption vote for the anti-displacement plan and to confirm WebGrants entries.
