City staff defend $600,700 design grant for Broadway revitalization as a lever for larger construction funding

City staff and the mayor spent a substantial portion of the Oct. 14 meeting discussing a downtown Broadway revitalization program funded through a state grant process. Edward, a city staff member, told the council the project won an Economic Development Corporation (EDC Utah) award and a GOED grant (referred to in meeting remarks as a "World Communities Opportunities Grant") to pay for design and engineering work. He said the grant-funded design portion is approximately $600,700.
Residents and some council members expressed "sticker shock" at the design and engineering number and worried the grant’s focus on design might not directly provide funds to local businesses for improvements. Edward and the mayor said the point of the design grant is to create engineering-ready plans that can be used to pursue larger construction grants from state and federal sources (for example, UDOT, EPA or other infrastructure funding). Staff cautioned that amending the grant application now risks losing the award, and that design work is intended to unlock more substantial construction funding later.
Speakers noted the broader context of infrastructure work the city is pursuing, including an updated storm drainage plan and work to leverage state and federal funding. Council members urged staff to continue pursuing grants that directly help businesses as well as the broader corridor work. The council did not amend the grant at the meeting.
