ADU discussion: Staff presented sample ADU language from other municipalities and the council discussed constraints specific to Mayfield, including septic-system capacity, requirement for reserve leach fields, separate water or metering options, minimum lot-size thresholds (examples cited in materials included minimums near 20,000–21,780 square feet), and whether the property owner must reside in one of the units. Speakers noted that local septic and lot-size realities limit where ADUs can be permitted without creating nonconforming subdivisions; council members directed staff and the planning commission to craft ordinance language that protects lot-size limits and ensures adequate septic/drain-field capacity.
Short-term rentals and business license options: Council members debated whether to address STRs by amending the town’s business license ordinance or by creating a separate STR ordinance. Speakers emphasized enforceable local requirements the state allows — such as requiring a local contact person for disturbance complaints and limiting parking — and recommended drafting a dedicated STR ordinance that includes licensing and local-contact requirements before scheduling a public hearing.
