At the Dec. 10 meeting staff proposed a voluntary paperless-billing program and a short-term incentive: a $1 credit for customers who opt to receive bills by email. Kristen (staff) explained that mailing a bill costs the town roughly $1.06 per household (postage, postcard and paper/ink), and the credit aims to encourage residents to switch to electronic delivery to reduce recurring postage and printing costs.
Council discussed operational details, including how residents would sign up (written request required to create a record), whether autopay is affected (staff said autopay settings would remain intact), and how to set an expiration for the incentive to avoid indefinite credits. Council members recommended a short window to avoid administrative complexity; the motion approved a three-month limited incentive for new signups effective Jan. 1 through Mar. 31.
Staff said they will include signup information in the January newsletter and maintain written enrollment records. The pilot is designed to test uptake and administrative costs; council will revisit the program design and potential longer-term adoption after the trial period.
