Daggett County MBA approves $385,880 change order for health center; supplemental CIB request discussed

Daggett County Municipal Building Authority members approved change order number 3 for the Daggett County Health Business and Community Center project in the amount of $385,880.10 during a Dec. 2 meeting, and discussed a supplemental funding request to the Capital Improvements Board (CIB) for project overages.

Bart, who presented a spreadsheet of the supplemental ask, said the calculation relied on two elements: an overage and contingency cost of $185,186 and an additional adjustment to make the contingency whole. "So the number of $483,000 has now been adjusted to $385,880.10, and we all feel comfortable and confident that everything in here is accurate and ready to be approved," Bart said. He added that CIB staff typically follow the original grant/loan mix when considering supplemental requests.

Bart said he had been advised to consult a county contact, Candace, about bonding because a $120,000 loan could trigger roughly $20,000 in bonding costs; an unnamed participant (Jack) did not expect bonding would be necessary. Bart proposed that commissioners could instead provide $120,000 in county cash to substitute for a loan and avoid bonding costs, and noted the county had retained $400,000 in the rural hospital tax plan for project peripherals.

Jesse Platt, identified in the meeting as the assessor and project manager for the clinic building project, took part in the discussion and was later directed by the board to sign the approved change order as the project manager.

The board also reviewed correspondence about the annual corporate renewal for the MBA and confirmed Kent Snyder had completed that administrative renewal. The meeting closed by acclamation at 09:38.
