Planning commission recommends electronic‑meeting ordinance and approves water‑use updates to the general plan

At its Oct. 8 meeting the King County Planning Commission recommended that the county commission adopt an ordinance (2025‑30) to allow electronic participation by commissioners (Webex/phone) under specified anchor‑location and public‑participation conditions, and also recommended final approval of updates to Chapter 8 of the county general plan addressing water use and prevention (Ordinance 2025‑36).

Staff (Shannon) explained that state code requires an ordinance to permit electronic meetings and clarified technology expectations: an anchor location must be maintained, commissioners may call in and vote, and the public may monitor but public comment procedures remain governed by the ordinance language. Commissioners discussed public comment by phone and the need for clear operational procedures; staff said the draft followed state code with some simplifications appropriate for the Planning Commission.

On the water‑use general plan updates, staff described collaboration with the state, the King County Water Conservancy District and local irrigation entities and said the plan included updated maps and a modest $15,000 grant reimbursing staff time related to the update. Commissioners praised staff work and moved to recommend approval based on the staff report; voice‑vote motions carried.

Next steps: both recommendations will be forwarded to the county commission for final action. The short‑term rentals ordinance (Ordinance 2025‑29) was discussed at the same meeting but postponed to the next agenda so its sponsor could be present.
