Daniel Markley summarized the Duchesne County Library's triennial review of the grants policy, saying the update mostly clarified existing language and added guidance for staff on eligibility, scope, qualified expenditures and retention requirements.
"It's just been three years, and it's just time to review it again," Markley said, noting the policy now flags that purchases made before a grant window opens may not be reimbursable and that grant applications sometimes require training, equipment tagging and thank-you letters to legislators and stakeholders.
Markley told the board that small 'seed' grants often require staff time disproportionate to the library's return on investment and suggested the policy should require staff to consider alignment with strategic goals and staffing capacity before accepting such awards. He also noted retention schedule requirements may mean some grant records must be retained for many years.
No formal approval was taken at the May meeting; the review was presented for discussion and will return for decision at a future meeting.
