Council approves pavilion purchase, personnel and policy changes, and several payments

Huntington City Council approved purchase of a 35x40-foot pavilion paid from county grant funds, changed bank signers to add new city recorder Brandy Wagner, adopted a non-election health insurance policy (25% of premium paid to employees who decline coverage), and approved several contractor payments and project bills.
At its June 18 meeting the Huntington City Council approved a series of administrative, policy and capital items.
The council approved changing bank-account signers to remove outgoing recorder Janine Hanson and add new city recorder Brandy Wagner; staff were instructed to prepare the necessary letters and certified minutes for Desert View and Zions banks.
The council adopted a non-election of medical plan policy allowing an employee who declines the city’s health insurance because they have equivalent or better coverage to receive a payment equal to 25% of the qualified medical premium, added to the employee’s salary. Staff noted the election cannot be changed until the next open enrollment period or a qualifying life event.
On capital purchases, the council accepted a bid from Dave Sebring to provide a 35-by-40-foot pavilion for $9,500 with Sebring contributing $2,500 toward the cost; council agreed the purchase would be funded from the county grant (the $30,000 county grant previously mentioned as capital funding). The council also approved payment of an invoice related to the Highway 301 curb and sidewalk project after legal counsel advised contesting the bill would likely incur fees and still result in payment; one council member recorded a nay on that motion. The council approved payment for sandblasting and resurfacing work at the pavilion/splash pad after viewing the completed work and confirming it reduced slipperiness.
Council also approved a zoning clearance form revision (adding an Amway County box) and accepted a business license application for a home-based macaron business after confirming a food-handler permit and sales-tax registration.
The meeting closed with departmental reports, recognition of volunteers and a motion to adjourn.
