Spencer told the council he and his family have long valued Levan’s small-town character and said he wants to help preserve what "we love about Levan ... the people and the sense of community." Julie Smalley, a lifelong resident and retired teacher who described experience on boards and councils, also addressed the council but was not appointed.
The appointment fills a vacancy on the council and will last "until the first of the year," according to the announcement at the meeting. The appointment was finalized by the roll-call vote and the subsequent oath; the council proceeded to other business after the swearing-in.
The council did not specify further timetable or follow-up actions tied to the appointment during the meeting.
