Levan council seeks leader, clearer charter to revive youth council

Mayor opened discussion after announcing that “Taryn has resigned from being in charge of the youth council.” Council members and staff described long gaps in meetings and low participation since the swearing‑in, and urged clearer expectations and an active leader to make the program a meaningful leadership training opportunity rather than merely an activities group.

Several speakers recommended recruiting a committed adult leader and re‑establishing attendance and duties spelled out in the existing charter. One councilmember noted the charter’s attendance rule requiring 80% participation in council meetings, activities and service projects and proposed adding a requirement that youth representatives attend at least one town council meeting annually to bring information back to the youth council.

The council said the program should teach government and leadership—comparing it to Girls State—and discussed incentives such as certificates that students can use in college applications. Staff reported the town had given the youth council a $2,500 budget and urged that any continuation be run to match the charter’s stated purpose: governance training alongside event support.

Several practical steps were agreed: staff will include a recruitment blurb in the April newsletter, compile current roster information and outreach contacts, and ask residents who could serve as a youth‑council leader to come forward. The council also discussed accepting temporary help from local organizations (the FFA offered to assist with events such as the Easter egg hunt) if youth turnout remains low.
