Emery County travel board approves three trails grants to fit $30,000 budget

At its April 8, 2025 meeting in Green River, the Emery County Travel Board approved three trails grant awards to be paid from a $30,000 county trails grant fund. The board voted to follow the recommendations of the grant review committee and approved full or partial awards so the three projects fit within the available budget.
The grants were introduced by staff and reviewed by the committee before the board vote. The three applications totaled about $35,000 in requests against a $30,000 budget. The committee recommended funding the Little Creek Mountain Bike Trail bridge project (MECA) at the committee-recommended $5,000; funding the Town of Emery motocross/pump-track site at $15,000; and partially funding the Joel’s Valley Fest safety/parking/trail improvements with $10,000 of the $15,000 requested. Staff noted grantees must provide a 1:1 match (cash or in-kind volunteer hours) per the grant rules presented at the meeting.
Board members discussed the tourism and safety rationale for the awards: reviewers highlighted safety improvements (a permanent bridge to replace an unsafe 12-inch board crossing on a popular bike route), opportunities to keep recreation on town-owned land rather than public lands, and parking and signage work near climbing access that aims to reduce vehicle/footpath conflicts. Committee members also noted substantial local in-kind contributions and local contracting of materials for the projects.
A motion to approve “all three applications for the amounts suggested by the grant-review committee” carried by roll call; staff recorded the vote as unanimous. The awards and committee recommendations will be documented in the grant files and staff will follow up with award letters and match requirements.
The board’s action keeps existing county trails funding in use for small-to-medium local projects while staff continues budget planning ahead of next year’s allocations.
The board adjourned at the end of the meeting; staff will process grant paperwork and notify applicants of next steps.
