COSAC hears funding updates; Elkhorn Ranch federal funds confirmed, several projects progressing

Committee members reviewed project and funding updates at the Aug. 4 meeting, reporting committed funds and progress on specific acquisitions.
The chair said the first $6,000,000 of the program has been allocated to various projects. Staff reported that Paris Farms and Civil Farms have approvals and are moving through the acquisition process. Elkhorn Ranch was reported as having federal funding confirmed and is now in due diligence; staff estimated due diligence could take six to 12 months.
Members noted that county ownership does not always include permanent easements, and that long-term preservation or management arrangements may require easements or partnerships with local cities or other entities. Wellsville City and other municipal partners were cited as potential partners for management of some sites.
Separately, staff said roughly eight parcels (across two property owners) may seek COSAC funding in the coming days, though none have formally applied; the committee agreed not to disclose owner identities until an application is submitted. Members also agreed COSAC could draft general letters of support for property owners seeking other conservation funding, provided such letters do not imply any commitment of COSAC funds.
