The Manila Planning & Zoning Commission approved a series of local construction permits and formally tabled one application after finding it conflicts with the town’s garage-placement rules.
During the meeting on Jan. 31, the commission approved a shed application for a property listed at 285 North Beth East, a residential building permit for 580 North First Dry Creek contingent on confirmation that the proposed height complies with the ordinance, a hot-tub enclosure at 83 West 2nd North, and an external staircase at the KOA building at 320 West Highway 43. Each approval passed by voice vote after motions and seconds from commission members.
The commission moved to table the application from Tim Hawthorne for a house and attached garage at 264 North Dry Creek after staff and members identified that the proposed garage is located at the front of the house. Speaker 2 stated that “the proposed garage is in front of the house,” and members agreed that an attached/front-facing garage conflicts with current ordinance language that restricts such placement. Rather than deny the application, the commission voted to table it so the applicant may redraw the plans or seek clarification; the motion to table carried on a voice vote.
Commissioners noted the practical options for compliance: revise the layout so the garage is at the rear, add a breezeway/connection where allowed, or resubmit drawings that conform to setbacks and height restrictions. For the Christiansen house, staff noted that the height was not yet specified on submitted drawings; approval was conditioned on verification that the final height meets ordinance requirements.
The meeting included routine procedural votes such as approval of the minutes and concluded with a motion to adjourn. The commission also agreed to forward recommended changes to the garage-placement provision to the town council for consideration.
