At its March 18 meeting, the Green River Planning Commission reviewed the city’s zoning categories and discussed whether to simplify or add mixed-use types as other cities have done. The discussion included a statutory change affecting accessory dwelling units (ADUs) and possible local code updates.
Speaker 1 circulated an article about Salt Lake City’s effort to reduce dozens of residential zones to a smaller set. Commissioners agreed that Green River currently uses three residential categories — R1, R2 and R3 — and that a simpler set of zones or a separate mixed-use category could aid small-scale redevelopment. Speaker 4 summarized: “We have R1, R2, and R3. R1 is your single family home. R2 is kind of your multifamily with kind of a commercial spin on it. ... R3 can also do, like, boarding homes, town homes, tourist homes.”
Speaker 4 also said the commission must respond to recent state legislation affecting ADUs: “they have now said cities cannot dictate how big that ADU is,” and she plans to present a conforming ADU update to the commission in a future meeting. Members discussed whether R2 is still necessary in local code, noting that manufactured-home parks are the primary current use for R2.
No formal code change or motion was made at the meeting. Staff indicated they will prepare proposed ADU language and zoning-map options for future consideration.
Next step: staff to draft ADU ordinance revisions and mapping options for commission review.
