Green River council approves appointments, TNR funding and election interlocal; tables personnel matter for closed session

At its Feb. 11 meeting, the Green River City Council approved several administrative and budgetary items and moved a personnel matter to closed session.
Appointments and ratifications: The council appointed Dana Salinas and Glenn Brown as alternate members of the Planning Commission. Council members also ratified two previously discussed grant approvals, recorded in the meeting as Resolution No. 425-1 (raise grant) and a CDBG-related resolution (referred to in the meeting as Resolution No. 2025-2).
TNR funding: Staff reported the Humane Society for Moab's prior TNR event cost roughly $7,700 and averaged about $100 per animal. The Humane Society requested matching funds for a future event; staff said approximately $5,400 remained in the animal-control supplies line and recommended moving funds within department lines. Council approved a motion to contribute up to $4,000 to the Humane Society to support an upcoming trap-neuter-release event.
Election interlocal: The council approved an interlocal agreement with Emery County for county administration of the 2025 election; council discussed that the city could still host a ballot drop box or local ballot activities subject to the MOU with the county and budget constraints.
Personnel and closed session: The presiding official introduced an agenda item concerning David Wilson's position and competency and recommended discussing it in closed session under Utah Code 52-4-205(1)(a). The council moved to table consideration of David Wilson's title/position until after the closed session; members were invited to remain for the closed session in case action followed. A separate salary-structure item was also tabled to the closed session.
Votes: The votes on appointments, TNR funding (up to $4,000), the web-hosting contract, the billboard MOU and the election interlocal passed by voice or roll-call votes as recorded in the meeting.
