The Green River City Council voted Feb. 11 to approve a memorandum of understanding that gives travel bureaus access to city easements along the interstate for billboard placement. The travel bureaus will pay for design and installation, and the council will have final approval of each design before installation.
Council members discussed aesthetics and content limits for the signs during the meeting. A council member asked whether the agreement included improvements to existing sign poles; staff said painting or structural improvements are not currently included in the draft but could be requested of the bureaus. Another commenter asked that billboard text be limited to a few words rather than paragraphs.
The MOU includes a three-year period in which the city will not charge rent for easement use; the council may renegotiate terms after that period. The presiding official said the travel bureaus will cover the design and installation costs, while the city retains approval authority over final designs.
The motion to approve the MOU was made and seconded and carried by a roll-call vote of members present.
