Kane County to update fee schedule for services to SSDs and municipalities, staff recommends resolution

Kane County staff told the commission May 6 that the county will update its schedule of fees to account for services provided to outside entities such as special service districts and municipalities.
Taylor Glover, the county’s government affairs director, said the county plans to draft a resolution listing potential fees and that departments already have chargeable items in their fee schedules. The county attorney’s office will participate in the drafting.
County Clerk/Auditor Shamil Lam explained that municipal election billing is handled as actual cost and that past municipal-election costs have ranged roughly from $1,500 to $2,500 depending on factors such as whether there is a primary or general election and ballot specifics. "Most likely, it wouldn't be less than that," he said of the lower bound.
Staff recommended redlining the current schedule of fees to add applicable items and then adopting those changes by resolution during the commission’s next meeting cycle. Commissioners requested language that the availability of staffed services be "subject to availability" and discussed whether fees should be fixed, variable, or start at a baseline amount.
Next steps: staff will draft the fee schedule updates and a resolution for the commission to consider at an upcoming meeting, with the goal of clarifying how the county bills outside entities for services.
