On March 26, 2025, the Orderville Planning Commission voted to recommend approval of a conditional use permit for Anthony Frost to operate a small-engine and UTV mechanic shop at 525 South Center Street.
The commission’s recommendation included two conditions the panel said were needed because the site lies in a residential area: no on-street parking for the business and a quiet-hours restriction from 7 p.m. to 7 a.m. Chair (Speaker 2) explained, “I recommend a quiet time from 7PM to 7AM just because you're in a residential area.” Commissioners said the conditions align with neighborhood concerns about noise and curbside congestion.
Commissioners confirmed neighbors were notified by mail. The applicant responded to questions from the panel about the scale of work and equipment; when asked what constitutes a ‘‘large vehicle,’’ the applicant said a pickup truck rather than a semitrailer. The applicant also said he does not plan to perform large-scale commercial repairs through the business and described limited formal experience.
Commissioner (Speaker 1) moved to recommend approval; Commissioner (Speaker 3) seconded. The commission voted by voice and the chair declared, “Motion carries unanimous.” The planning commission’s recommendation will be forwarded to the town council, which must set and adopt final permit conditions and formally approve or deny the permit.
If the council acts in accordance with the commission’s recommendation, the permit will include the conditions described by the commission; the council will also set any implementation steps and enforcement responsibilities for compliance.
