Boston City Council president presents updated rules; Fitzgerald objects, refers matter to Committee of the Whole

Council President opened debate on Document 0157, an order to adopt updated council rules for municipal years 2026–27, and summarized four substantive changes: 1) prevent Ways & Means and Committee of the Whole hearings from occurring at the same time as other hearings; 2) add a formal committee event type for public testimony; 3) clarify that the clerk, not the chair, decides certain Rule 15 duplicative filings; and 4) limit early floor debate on newly referred matters to lead sponsors and cosponsors with defined speaking time.

The president framed the package as largely clerical with several clarifying policy changes intended to improve transparency and scheduling. “These changes aim to ensure that council practice reflects current committee practices and that meetings run in a timely manner,” the chair said when introducing the docket.

Councilor Erin Fitzgerald told colleagues she had not had enough time to review the rules memorandum, which central staff emailed the previous day, and formally objected to suspending and passing the changes on the same day. Fitzgerald asked that the item be sent to the Committee of the Whole so members could review details and better understand committee jurisdictions and oversight. The chair agreed to schedule a Committee of the Whole at the earliest possible time to consider the proposed rules.

The referral preserves the four proposed changes for fuller committee-level discussion; sponsors and the chair signaled openness to amendments and additional transparency measures. The council did not vote to adopt Document 0157 at this meeting; the matter will return to the floor after committee consideration.
