Unidentified Speaker 1 said the county’s emergency-management records had not been updated since "about 2015" and described the POD list as a set of facilities and GPS coordinates — including several school buildings, a church, city buildings in two locations and the county jail — that could be used as staging areas, base camps or for a joint information center (JIC) during an emergency. "This is them saying, what are our plans for those points of distributions? And can we get those addresses and or GPS?" Unidentified Speaker 1 said.
The MOU clarifies that the county and state are identifying locations they would allow to be used for operations and noted some local equipment originated from the SHSP branch. Commissioners asked whether the county must secure written agreements with schools, churches and other property owners. Unidentified Speaker 1 said agreements "can happen as the event occurs" but that staff would pursue formal written agreements with entities such as the school board when possible.
Unidentified Speaker 2 moved to approve the MOU and the POD list; a motion and second were recorded and the board voted in favor. Multiple commissioners responded "Aye," and the motion carried. The commission directed staff to follow up to obtain GPS coordinates and pursue written agreements where practicable.
The MOU authorizes use of identified sites for emergency staging, JIC units and related operations; it requires signatures from county officials to formalize acceptance. The commission did not specify a timeline for completing written agreements with third parties during the meeting.
For next steps, staff will compile and confirm addresses and GPS coordinates for the listed PODs and work with school and faith-based partners to document access agreements where feasible.
