Daggett County Holds UDOT Grant Funds Pending Federal Grant Certainty; Amends Invoice Register

Speaker 1 explained that multiple funding sources — including federal joint-highways funds and USDA contributions — had been committed to the bike-path project and that UDOT had requested the county return previously received funds so UDOT could manage the project. Following a phone conversation with UDOT’s Larry Montoya and consulting engineers, county staff said that because there is uncertainty around the joint-highways federal grant, UDOT advised the county “don't return the funds to us ... because there is a chance that those are the only funds that we have available to do the project.” The commissioners agreed to remove the UDOT line from the invoice register pending clarification and approved a revised register.
The original open-invoice register totaled $1,001,102.02. Removing the $945,428.92 UDOT line produced a new approved total of $55,673.10. Speaker 2 moved to approve the amended register dated March 14, 2025; Speaker 1 seconded and the motion passed.
Commissioners instructed staff to prepare an amended invoice register and continue coordination with UDOT and project partners. The accounting and disbursement items tied to the matter will be tracked in subsequent reports; staff flagged that further federal funding decisions could change the project's management authority (county versus UDOT).
