Daggett County commissioners voted to award the fabrication contract for the county’s welcome signs to Altering Substances LLC, accepting a corrected low bid of $34,931.18.
The contract award followed a staff review that reconciled unit-price arithmetic errors in the lower bidder’s submission and verified that both bidders proposed comparable materials. Jesse, a staff reviewer, and Speaker 2 said the bids were made “apples to apples” after corrections. Commissioners discussed design allowances in the RFP, which had allocated 75% of scoring to cost and 25% to design, but concluded there were no substantial design differences that warranted selecting a higher-priced proposal.
Commissioners also directed the contractor to use plain, highly visible lettering rather than an ornate style. Staff described the final letters as three-dimensional metal (described in the review as a rusting-steel core with raised stainless faces) at about one-half-inch thickness to support two-sided signage. Speaker 2 said the thicker core would avoid structural and visibility problems for signs intended to be read by drivers at 35–55 miles per hour.
A motion to approve the low bid was made and seconded; the board voted in favor. After award, commissioners confirmed the county will return bid sureties to non-selected vendors and retain the surety for the awarded contractor for the duration of the project.
The county directed staff to notify the successful bidder and proceed with contract finalization and fabrication.
