The Daggett County Commission voted to adopt the Flaming Gorge Shooting Complex standard operating procedures after staff incorporated edits requested by range users and safety trainers.
Gary, who presented the draft SOP, said he had worked with Johnny Miller to remove personal information from the incident report form and to add a group procedures chapter referencing applicable state statute. The SOP requires range safety officers to complete county volunteer forms and states they will be covered by county liability insurance.
Commissioners emphasized maintaining public access to the trap facility while protecting county equipment and limiting liability. Gary described an administrative system for key checkout and said that groups may schedule the trap with a range safety officer to supervise; for some events the group must carry its own liability insurance or schedule an RSO to operate the trap.
A motion to approve the SOP was made and seconded; the commission approved it by voice vote and staff arranged for signatures on the original document. Separately, staff noted they have applied for a $176,000 grant to support the range.
The commission did not change hours in the SOP at the meeting; staff said operational hours, additional range safety officers and fee structures (e.g., a modest per‑round charge or donation box) can be adjusted later as needed.
The commission directed staff to file the signed SOP and provide copies to the range committee and clerk.
