Commission members heard from the applicant, identified in the agenda as Robert Tate, who said he provided a place for two people who intended to stay temporarily but later decided to remain. "I just was just trying to give those guys a place to live," the applicant said. He told the commission gray and black water are placed in a transfer tank and hauled to the Thunderbird, and that state officials have inspected the disposal method.
The commission focused its review on three issues: the length of the occupation, wastewater handling near the river, and accumulation of trash or belongings around the trailer. Commissioners noted the town ordinance treats such conditional uses as subject to annual review: "This automatically expires in a year," the chair said, and Town Council may decline renewal if problems arise. Commission members emphasized that the permit holder would be responsible for monitoring and preventing illegal dumping.
After discussion, a motion to recommend approval was moved and seconded and the commission voted in favor; no opposing votes were recorded and the motion carried. The commission agreed to forward recommended conditions to Town Council that would prohibit illegal wastewater dumping, require the permit holder to ensure proper disposal, and prohibit persistent trash or belongings accumulation around the trailer to avoid nuisance and rodent concerns.
The recommendation is advisory; the Town Council will consider the conditional use permit at its next meeting and retains authority to set final conditions or deny renewal during annual review. The commission recorded no further formal actions at the meeting on this item.
