Library board approves behavior and internet policies; staff highlights Libby content controls

At its July 15 meeting, the Duchesne County Library Board approved updates to the library’s behavior and use policy and separately approved changes to the internet and online-use policy to reflect state certification guidance.

Staff explained the behavior policy additions include a smoking and vaping prohibition and clearer supervision rules for minors: children under 5 must be accompanied by a responsible person at least 12 during open hours, and minors under 16 must be accompanied by an adult for after-hours programs. A staff member explained the change was driven by safety concerns for staff supervising events after hours.

On privacy language, staff told the board that a previously included promise of privacy was removed because "we can't protect your privacy in a public place," and an attorney advised the change; the transcript records that the library cannot guarantee privacy for public computer use or public areas. The internet-use updates add a complaints path: patrons may notify branch management about prohibited behavior and the library director will consider feedback and policy recommendations through the board.

The board approved both policy updates by voice votes with "Aye" recorded. Staff said they will post notices, train staff on Libby's new content controls and publicize the tool to parents. Libby’s controls let patrons choose audience presets (for example, "Libby for kids" or "Libby for grown ups") and lock those settings with a passkey tied to a device PIN or biometrics.

The board recorded no roll-call vote tallies in the public transcript; all approvals were by voice vote.
