Council delays irrigation ordinance vote, schedules public hearing on connection fees

The Bicknell Town Council postponed action on a revised irrigation ordinance at its April 3 meeting after staff found the new draft omitted a prior connection fee provision. Councilors debated whether to include a connection or impact fee to offset infrastructure costs for new irrigation connections and agreed any fee would be placed on the town’s fee schedule rather than embedded directly in the ordinance.
"The old one had a connection fee… the new one does not mention anything about a connection fee," a council member said when raising the discrepancy. Several members recommended keeping a connection fee, and staff said typical practice would be to reference the fee schedule from the ordinance.
Council set a public hearing on the irrigation matter for April 21 and will hold a CDBG-related public hearing on May 1. Staff also discussed the limited frequency of new irrigation connections and said impact fees are rarely applied because new connections are uncommon. The council did not adopt a new fee that night and directed staff to finalize language for the public notice and to circulate the fee schedule for review.
