Instead, Speaker 9 proposed pursuing a $30,000 planning grant as a capital-project line item to study hangar leasing sites, estimate income from leased hangars and evaluate runway safety-area options. He also recommended adding a $150,000 crack-seal and fog-coat maintenance project for runway and apron surfaces that the state and local operators would likely support.
Commissioners discussed potential revenue from hangar leases, the costs of auxiliary improvements (lighting, transformers, approach mitigation) and alternatives such as encouraging private hangar construction under county-leased parcels. No final appropriation was made, but commissioners signaled support for advancing a planning grant and prioritizing runway maintenance that preserves existing operations while exploring revenue options.
