The Daggett County Commission approved Contract Modification 1 with CIVCO Engineering to increase the Manila Airport ILA project contract by $10,000, raising the contract total from $20,004.40 to $30,004.40.
Speaker 5 (project representative) said the operations and maintenance manual required by the ILA project had not been formally included in the existing contract and that the modification would formalize previously authorized work. He explained the county’s share is 10 percent: the county would be billed the full $10,000 and then seek approximately $9,000 in state reimbursement, leaving a net county cost of about $1,000. "You would get $9,000 back from the state," Speaker 5 said; Speaker 2 confirmed understanding of the reimbursement plan.
Speaker 5 also said the Division of Aeronautics had approved the change as part of the ILA project and that the larger ILA project budget included $111,000 for related items, which this modification falls within. He reported some delays on the nighttime evaluation component because an FAA staffer was not available due to budget-related staffing issues and asked commissioners to review the emailed nighttime-evaluation materials.
Commissioners framed the upgrades primarily around improving emergency-service capabilities and making the field usable for a broader range of aircraft. Speaker 2 noted the differing requirements for helicopters versus fixed-wing aircraft but expressed support for continuing improvements; Speaker 1 emphasized regional constraints and said the county should continue forward, not 'go backwards.'
Speaker 2 moved to approve the contract modification 1 (increasing the project total by $10,000) and seconded; the chair recorded two "Aye" responses and the modification was approved by voice vote. The action was recorded in the meeting minutes as approval of Contract Modification 1 with CIVCO Engineering for the Manila Airport ILA project.
