Council, staff defend $600K–$700K design grant for Broadway revitalization as residents voice sticker shock

City staff and the mayor described a recently awarded World Communities Opportunities Grant and an EDC Utah project award intended to fund design and engineering work for a downtown Broadway revitalization. Edward, a city staff member, said design and engineering are prerequisites to pursuing larger construction grants from agencies such as UDOT, EPA and the U.S. Department of Transportation.
“I had major sticker shock,” one councilor said of the roughly $600,000–$700,000 design budget. Edward and staff explained that the grant covers planning, engineering models and aesthetic design so the city can leverage those materials for future construction funding; staff warned that amending the grant application now could jeopardize funding.
Residents and some councilors asked whether the grant will block smaller, business‑level grants that could directly help Broadway property owners. Staff said pursuing design funding does not prevent the city from applying for other grants to assist businesses and that the plan aims to make the corridor shovel‑ready to attract larger capital funding for drainage, sidewalks and pavement improvements.
Councilors discussed water and storm‑drainage dependencies and said comprehensive design is necessary to make subsequent construction grants viable. No final construction decisions were made at the meeting; staff said the city will work to leverage the design package to pursue additional funding for implementation.
