County-led industrial park prompts annexation and water-hookup discussion in Bicknell

A staff speaker described two financing approaches the county is pursuing: secure an "anchor tenant" and pursue an Economic Development Administration (EDA) grant, or use county economic-development funds and set up a Community Reinvestment Agency (CRA) or Redevelopment Agency (RDA) to finance infrastructure. The briefing noted the county has Rural Community Opportunity money and had received FAA funds for related work; some grant dollars must be spent before the end of the year.
Council members asked whether the town would be asked to provide water or roads and whether annexation would be required for water hookups. Staff said annexation agreements are commonly used to spell out conditions: the town could require the developer or the county to pay for roads and other improvements as part of an annexation agreement rather than taking the cost onto town taxpayers. Members discussed annexing a broad corridor (including cemetery and nearby properties) versus a smaller parcel; staff advised that annexing a coherent area is cleaner administratively.
The briefing also covered timing and process. Staff said an annexation petition involves a protest period (30 days was cited) and could be completed quickly if started in the summer, though affected entities (for example, the school district) would be notified and could weigh in. Councilors agreed further conversations with the county would be necessary before any formal annexation petition or water-agreement commitment.
No formal annexation vote was taken; council members asked staff to continue discussions with county economic-development staff and to return recommended annexation terms for council review.
