Commission reviews tree-replacement, wildfire guidance; looks to Salt Lake County WUI code

Commissioners opened discussion on tree and vegetation protections tied to wildfire and site design, referencing recent Salt Lake County Wildland-Urban Interface (WUI) code changes as a potential model. Speaker 5 noted Salt Lake County's WUI work and suggested staff review that adopted language for applicability.

The group examined several elements: existing 2-to-1 replacement ratios for removed vegetation; an exception allowing director/designee authority to reduce replacement obligations by up to 25% where preservation is more effective; and a drafting question about whether agricultural or forestry activities should be exempt from replanting requirements. Speaker 3 and Speaker 5 recommended removing or revising standards that create conflicts with wildfire mitigation or agricultural uses.

Members discussed limits-of-disturbance (a defined site-plan boundary) and whether replant requirements should apply outside that line; the consensus was to rely on the defined term in the chapter and clarify related text.

Speaker 5 flagged defensible-space tradeoffs and said Salt Lake County had recently revised its WUI code; commissioners asked staff to retrieve the adopted Salt Lake County language and to consult fire and forestry experts before finalizing local replacement and removal rules. Speaker 1 suggested dropping overly prescriptive clauses that might conflict with wildfire mitigation or common local practices.

What's next: staff will compare Salt Lake County's adopted WUI language and return recommendations to the commission. The commission will continue the Title 19 review at the next scheduled meeting.
