Commission approves modification to Cottonwood Creek watershed study as NRCS-funded next step

The Emery County Commission approved a modification to professional services on the PL-566 Cottonwood Creek Watershed Project to complete study work and advance the project toward design.
Jonathan Johansen of Johansen & Tuttle Engineering told the commission the multi-year effort began in 2019 and encompasses roughly 24 projects designed to protect reservoirs and reduce flood risk for communities such as Orangeville and others. He said the total program is currently estimated at about $18,000,000; roughly $9,000,000 of that relates to larger flood-prevention structures and the engineering team has focused on securing NRCS support and cost-share levels for the remaining portions.
Johansen explained the study portion is funded 100% by NRCS and the county serves as the sponsor required to submit modifications and documentation; construction funding will be determined later as projects move into design. Because the study funds had been exhausted, the consultant requested a modification so NRCS can continue review and the team can complete the draft plan and environmental analysis (EA) steps.
Commissioners asked clarifying questions about what had been completed, the time needed to finish reviews and whether funding estimates were adjusted from earlier years; the consultant said figures were updated and that the team expects additional review into the next fiscal year. The commission approved the modification by motion.
