Commission adopts amended CRA plan for Horn Shadow 300 MW solar project

Emery County commissioners on April 15 adopted an ordinance to make the second-amended Horn Shadow Solar Project community reinvestment area (CRA) the official plan for the project area.
Sherry Jordan of the Utah Association of Counties presented the ordinance and explained the administrative steps; the RDA had already approved the amendment earlier in the day. Peyton, a project representative for the developer, said Horn Shadow is a 300-megawatt solar project located near Castle Dale and that the project is expected to operate for about a 40-year life.
Peyton provided development statistics: the project has logged roughly 670000 work hours, has had a 14-month construction term to date with a peak workforce just over 450 and an average manpower of around 180; the general contractor has spent about $105,000,000 among different Utah-based businesses, the representative said.
Commissioners discussed map and legal-description cleanups and thanked county staff and Utah Association of Counties staff for assistance. The motion to approve the ordinance carried in roll-call votes.
The ordinance adoption formalizes the amended CRA plan and allows the project area to continue under the CRA framework used to capture property-tax increment for reinvestment. A project representative said the developer anticipates construction wrapping this summer and expressed an intent to be a long-term neighbor.
