Emery County approves $1.64 million bond for Castle Valley Special Service District infrastructure

The Emery County Commission, acting as the governing board of the Castle Valley Special Service District, opened a public hearing and approved a final bond resolution on March 18 authorizing up to $1,640,000 in general obligation bonds to fund local infrastructure projects.
Eric Johnson, bond counsel participating online, said the issuance is part of a previously voter‑approved series of general obligation bonds and will be paired with a $1.8 million grant from the Community Impact Board to fund culinary water replacement projects, targeted sewer and street improvements and limited curb and gutter work. "So a lot of culinary water replacement projects," Johnson summarized when asked about uses.
Commission discussion clarified the district operates maintenance and improvements for culinary and secondary water, sewer and street maintenance on behalf of towns in the district; county staff and district representatives confirmed the bonds will finance extensions and repairs in underserved areas. After public comment and staff explanation, a commissioner moved to authorize issuance of the bonds and the board voted to approve the final bond resolution.
The vote followed a public hearing; the bond resolution sets the maximum principal amount and authorizes publication and contest periods prior to issuance. County staff said the bond will be used with grant funds to accelerate projects that the district and towns can construct in the coming season.
