Planning commission urges town council to host town hall on nonconforming lots

The Daniel Planning Commission on April 16 voted to ask the town council to schedule a town hall to gather public input on the town’s nonconforming‑lot rules and how they should be administered.
Commissioners described broad confusion among residents about what makes a lot conforming in Daniel — acreage, frontage and whether a lot was "legally created" on older surveys — and noted that some tax‑parcel maps differ from recorded surveys. Commissioner Megan Phillips and others urged staff to assemble clearer guidance and a map showing which undeveloped lots might qualify as nonconforming before the public meeting so attendees can ask informed questions.
The commission discussed alternative public‑engagement formats and whether a town hall or a noticed public hearing was more appropriate. Several members recommended a town hall hosted jointly with the council because any code changes will require council action; the commission offered to participate in the event. Commissioners also noted the town has a grant to assist with an updated general plan and that Mountainland Association of Governments will provide technical support.
The motion to send a message of support for a town hall to the council was made by Commissioner Bridger Wild and carried by voice vote.
Commissioners asked staff to research how many undeveloped lots the changes could affect, noting that determining which lots qualify will require consulting survey records and county recordings and might take time. The commission requested that the council‑directed town hall include a short package describing what a conforming lot is under Daniel’s code so residents can prepare questions.
