Staff explained the notification process—public notices sent in October with a public-comment period ending Nov. 25—and confirmed the parcel is contiguous to existing town boundaries.
An adjacent property owner, Keith Larson, submitted a letter raising concerns about boundary discrepancies. Larry (staff) and other council members noted that fences held for 20 years can become de facto boundaries under state law and that disputes between private property owners are not the town’s responsibility. The council confirmed that no formal protests were filed to the annexation petition.
The council concluded the public hearing by motion and vote; no annexation approval was taken at the Dec. 10 meeting. Staff said further action will follow the town’s annexation process and legal requirements.
