Members debated storage access (doors at both ends create a hallway vs leaving one end as deeper storage), whether to rent the facility to outside users and deposit/liability rules if it were rented, and whether to include an achievable timeline for the capital project (the presenter said this would not happen immediately and could be pushed to the 2027 capital plan).
Council asked staff to get tentative budget numbers and to include the project in the capital plan; they also discussed permitting and the need to ensure bathrooms would be raised above flood levels and otherwise made usable. No vote to authorize construction was taken; the council directed staff to prepare cost estimates and a capital-plan entry for future consideration.
