Corinne council unanimously denies Australstar annexation petition

At a Corinne City Council meeting, members voted unanimously to deny an annexation petition from Australstar, a petitioner who said he plans to seek commercial/light-industrial zoning for a fabrication shop. The council said accepting the petition could create an isolated city parcel and raise unresolved questions about which municipal services the city would need to provide.

The petitioner, who identified himself as Jared, told the council the annexation was intended to allow future zone changes and to give the city “first bite of the cherry” before Box Elder County. “Basically, we’re petitioning the city to become annexed by the city, which is a requirement before we can do any zone changes,” Jared said during the presentation.

Council members pressed on the practical implications of annexing an island: whether the city would be required to extend utilities such as garbage, electricity and gas, and how tax revenue compared to service costs. One council member said, “I don’t see it to be in the city’s best interest to accept on that,” citing limited city services in the area and uncertainty about who would provide utilities.

Councilmember Karen Confluff made a motion to deny the petition; it was seconded and the council voted unanimously to deny the annexation request. The council agreed to sign a rejection letter to provide to the petitioner so he may pursue county review. After the vote, staff and the petitioner discussed logistics for sending the letter; the council indicated an emailed copy would be acceptable.

Next steps: the denial clears the way for the petitioner to pursue Box Elder County permitting and zoning, and the council said it would revisit annexation procedures and implications in future discussions if warranted.
