Emery County commissioners approve airport advisory board, Lexapol agreement and library policy; Hunter Solar permit tabled

The Emery County Commission on July 1 approved a series of administrative actions including creation of a volunteer advisory board for the Huntington 69V Municipal Airport, adoption of a master service agreement with Lexapol LLC for centralized policy and training, and a revision to the county library’s internet and online access policy. The commission also voted to table a Hunter Solar battery-storage conditional use permit pending legal review.
The airport action authorized an advisory board composed of up to five volunteer pilots to provide recommendations and help with airport projects. The sponsor of the resolution said the board would be strictly advisory and voluntary and that "there's no compensation financially for that." The motion to adopt the resolution was moved and seconded and recorded as passed by the commission.
Sheriff's office staff described the Lexapol agreement as a consolidation of policy management, training bulletins and a new deputy-tracking tool required by state law. The sheriff's representative said Lexapol "sends out daily training bulletins to every deputy" and provides scenario-based quizzes with remediation. The sheriff's office told the commission that moving policy, patrol, corrections and new tracking software to one platform will have upfront costs but reduce ongoing expenses. The commission moved to approve the master service agreement and voted to adopt it.
The commission approved modest changes to the Emery County Library System’s internet and online access policy, removing specific software names so the policy would not require edits if software vendors change.
On planning matters, the commission discussed a conditional use permit for the Hunter Solar battery-storage project and, noting open questions about whether certain incentives apply and that the county attorney had not completed a review, voted to table the matter pending legal review.
Votes and recorded actions at the meeting included: the consent agenda approval, creation of the Huntington 69V Municipal Airport Advisory Board, approval of the Lexapol master service agreement, approval of the revised library internet policy, and tabling the Hunter Solar conditional use permit.
