Council: land-exchange agreement signed; deeds and grazing transfers still being processed

Council leaders reported that a recently negotiated land exchange affecting Emery County has been signed and approved, but county staff and federal offices still need to complete deeds and associated grazing-permit paperwork.

The Moderator said the exchange "has been approved now and signed off" and that many deeds remain to be recorded with the county recorder's office. A presenter and staff members explained Trust Lands/BLM coordination is underway in Salt Lake to transfer titles, and that grazing-authority transfers (AUMs) and grazing permits will be attached to the recorded deeds. The presenter said some permit extensions and additional paperwork may be required, including agreed-upon extensions "up to, I think, 2 15 year terms." The presenter and others cautioned that final solicitor title opinions and recorder filings must be completed before federal actions proceed.

Council members asked which parcels were involved; the Moderator and others identified trades affecting Sitla lands, areas around the Bronco Mine, Lila Canyon and Helium in the San Rafael Desert. Staff said boxed sets of deeds had been delivered to the recorder's office and that it could take months for everything to be recorded and for the final title opinion to be issued. No formal vote or final implementation action occurred at the meeting; the discussion was a status update and did not change current permits or allotment authorizations.

The council did not indicate a new policy decision at this meeting; staff said they would continue coordinating recording, permit transfers and solicitor review before BLM implements on-the-ground changes.
