A commissioner raised complaints from a landowner adjacent to a solar installation who said a contractor did not restore a right‑of‑way or meet agreed specifications. County staff said the matter appears to be civil in nature between the landowner and the solar company and recommended the landowner contact the company’s designated representative, Liz Payton, to initiate a formal complaint.
Staff offered to provide Payton’s contact information and said the county could help point the complainant to the appropriate contact or to county staff (including the zoning administrator) for initial intake. Commissioners noted that Orangeville City recently passed an ordinance shifting responsibility for a local matter (referred to as Farnsworth) and that town ordinances may affect responsibilities in certain cases.
No formal enforcement action was taken at the meeting; staff advised residents to pursue the company’s complaint process and to bring any unresolved matters to the zoning administrator for referral.
