Daggett County commissioners approve minutes, discuss RDA reporting tool, airport application and clinic progress

The Daggett County Commission and Redevelopment Agency met Tuesday, Nov. 25, 2025, beginning at 9:08 a.m.; commissioners approved the minutes from the Nov. 18 meeting and moved briefly in and out of the RDA meeting before recessing at 9:29 a.m. for a Municipal Building Authority session.
Why it matters: Commissioners discussed several items that could affect county planning and budgeting — including a UAC pilot tool intended to centralize CDA/RDA reporting, possible fiscal impacts from centrally assessed-property fees, and infrastructure work at the county clinic and airport.
Speaker 1, an unidentified meeting participant, told colleagues the Utah Association of Counties (UAC, named in the transcript) is piloting an online tool that would consolidate CDA/RDA participation agreements and mapping and could include Daggett County as an early pilot case. "They're putting together a pilot program, and on their website that includes the RDAs…they're building a tool that will be able to show all of the different…participation agreements in one place," Speaker 1 said as they urged the county to monitor the UAC website for reporting deadlines and beta access.
On municipal projects, Speaker 3 reported visible progress at the county clinic: "They got some of the water line in yesterday…they're starting on the roof…they start to backfill the wall," reflecting ongoing construction activity. The commission also confirmed an application was submitted to aeronautics for pavement/resurfacing work at the county airport; Brent was named as the staff member who submitted that application.
Code enforcement remains active: Speaker 1 said one individual has not complied with orders and, if noncompliance continues, a trial is scheduled in January to compel action. On a related administrative note, Speaker 1 said Daggett County is not a tax-increment district and cautioned against adopting cash-increment financing without careful consideration.
On legislation, Speaker 1 summarized a conversation with Speaker Schultz and others about property-tax work this session, including coordination on centrally assessed properties and a proposed proportional fee that Speaker 1 estimated could be "somewhere between $580 and $1,500" for Daggett County. Speaker 1 also said Schultz expressed interest in supporting county jail concerns and that an appointment with the director of corrections is being sought.
Formal actions: the commission voted by voice to authorize going in and out of the RDA meeting (motion moved by Speaker 3, seconded by Speaker 1) and voted to approve the Nov. 18, 2025 meeting minutes (motion moved by Speaker 3, seconded by Speaker 1). Both motions were approved by voice vote.
What’s next: The commission recessed at 9:29 a.m. to conduct the Municipal Building Authority meeting and said it would return afterward to continue any remaining agenda items.
