Program operations and scale: the senior meals currently run twice monthly (wintertime lunches and summertime evening meals). The program reported roughly $2,200 in revenue this year; towns currently cover utilities. Organizers described steps taken to reduce annual utility costs from about $7,500 to roughly $2,800 by unplugging large freezers and limiting food purchases to what will be used.
Interlocal agreements and governance: staff reviewed three proposed memorandums of understanding (MOUs) and an optional memorandum of agreement (MOA). The draft assigns a seven-member governing body with three standing seats (one commissioner and two council members) and includes a county contribution described in the draft as either a one-time $8,000 payment or an annual $8,000 contribution. Commissioners asked staff to clarify whether the $8,000 is one-time or recurring; Speaker 6 suggested the language should state explicitly whether the county commits to a single payment or an annual payment subject to annual renegotiation.
Operational constraints and next steps: participants noted that long travel distances and refrigeration requirements complicate home delivery to remote residents. Commissioner-level and town representatives discussed whether the senior program should become a separate nonprofit or remain a town-operated program; they also considered consolidating multiple agreements into one interlocal agreement to clearly spell out each party's responsibilities.
Speaker directions: staff were asked to rework the MOU/MOA language to clarify payment timing, reporting requirements and appointment processes (one suggestion was for the Manila Town Council to appoint the program administrator). The documents will be revised and returned to the commission for further consideration; no vote or formal funding commitment was made at the meeting.
