Under the proposed wording, the person submitting a reservation must designate adults who will be present and responsible for supervising the event and must pay rental fees before staff provide access to the reserved room. Staff explained the change responds to repeated instances in which a named contact was not present at events, leaving staff uncertain who should open or supervise the room and creating situations where individuals without paid reservations attempted to gain access.
Board members characterized the review as clarifying enforcement authority for staff rather than a punitive step; the presenter said it will prevent ‘‘weird stuff’’ by making expectations explicit and give staff policy basis to deny access until fees are paid and a supervising adult is present. The board reviewed the language as part of the meeting agenda; no formal approval was recorded on Jan. 20.
